Open Internet Network Practices
Vineland City Connect will not block lawful content, applications, services, or non-harmful devices, subject to reasonable network management. Vineland City Connect will not block customers from accessing lawful websites, subject to reasonable network management, nor shall Vineland City Connect block applications that compete with the provider’s voice or video telephony services, subject to reasonable network management, to the extent such services exist.
Vineland City Connect will not unreasonably discriminate in transmitting lawful network traffic over a customer’s broadband internet access service, although reasonable network management shall not constitute unreasonable discrimination. Reasonable practices will include those that are appropriate and tailored to achieving a legitimate network management purpose, taking into account the particular network architecture and technology of the broadband internet access service.
Lawful Traffic
Lawful content, services, applications, and non-harmful devices are not blocked, subject to reasonable network management.
Reasonable Management
Network management practices may be used when appropriate and tailored to legitimate operational, technical, legal, or security purposes.
Congestion Management
Vineland City Connect does not currently employ specific network congestion management practices. By this, Vineland City Connect means that it does not currently utilize automatic systems that make changes to network routing or individual subscriber bandwidth and/or latency based solely on network congestion conditions.
Vineland City Connect reserves the right to temporarily block, limit, or throttle internet traffic to subscribers who do not comply with applicable acceptable use requirements, Terms & Conditions, or operational policies published on the Vineland City Connect website.
Application-Specific Behavior
Vineland City Connect does not block or rate-control specific protocols or ports with the following exceptions:
- Certain ports, including but not limited to Simple Mail Transfer Protocol (“SMTP”) ports, may be restricted or managed in order to reduce spam, malicious activity, abuse, or cybersecurity threats unless specifically authorized by Vineland City Connect.
- Other ports, services, or protocols may be blocked or restricted as requested by the subscriber or as necessary to comply with legal requirements, network security practices, or operational needs.
- Vineland City Connect reserves the right to introduce future Quality of Service (“QoS”) features or specialized service prioritization technologies where operationally appropriate and legally permissible. Any such services, if offered, may require separate customer request, approval, or service configuration.
Device Attachment Rules
The subscriber handoff from Vineland City Connect-owned and provided equipment may be accomplished through a standard ethernet connection. This connection may be attached to a subscriber’s computer, router, firewall, or internal network equipment.
Devices connected to the Vineland City Connect network must not interfere with network operations or transmit harmful traffic. Devices connected to the network must not send Spanning Tree Protocol (“STP”), Rapid Spanning Tree Protocol (“RSTP”), or other Layer 2 network management protocols to Vineland City Connect equipment.
Devices connected to the network must not transmit Layer 3 routing information, including but not limited to OSPF, RIP, or BGP traffic, to Vineland City Connect infrastructure unless expressly authorized.
Network and Customer Security
Vineland City Connect employs industry-standard methods intended to help ensure the security and integrity of its network and services. Security of subscriber programs, data, applications, passwords, protocols, content, devices, and other customer-controlled information remains the responsibility of the subscriber.
Customers are responsible for maintaining appropriate cybersecurity protections on their own devices and internal networks.

Internet Service Providers (“ISPs”) are required to disclose certain network performance characteristics.
